That is applicable if you stay beyond your I-94 which you haven't. You can send an email to the consulate to inquire about this.
This is my opinion and not legal advice.

            Kabkaba,
Below is the response from the Mumbai consulate, they are suggesting that I need to go in for an interview because I changed employer not because my B-2 is rejected or I am currently out of status but because previous employers name is printed on the visa. Your thoughts?

            Thanks,
            F12H1.

If you worded your question correctly (Do I need a new Visa), they will answer it. That just means that they will not answer questions about application status.

                        Kabkaba,
One bit of good news, H-1B is approved. Just got an update from the attorney, I compared if with my earlier approval and one thing that is different is that "consulate notified" row is filled up in new H-1B while it was empty on the old H-1B. Please review, I am sorry to bother you again with my perpetual question; Would I need to go for stamping?

This makes no difference to that answer. However, if H1 is approved with extension of status (look for I-94 at bottom of notice and extension of stay approved in the wording), you do not need to leave the US at all.

So in my case I-94 is granted (as per the email from Vermont Center) but I would have to wait for the petition to confirm if that extension of stay is approved, is that correct? If my extension of stay is confirmed then I do not have to travel, else I will have to fly out and come back in.

                              Thanks,
                              F12H1

Having I-94 number in the email does not mean anything. Wait for the approval notice.
