H4 visa and professional licensing

Does anybody know if H4 visa holders are eligible to study in school and obtain state licenses like Cosmetology and/or Certified public accounting?
Any help is greatly appreciated. I live in California. Thanks.

You can study but if there is any work requirement to obtain the certification you will need work authorization.

The only requirement to write the licensing test is getting 600 hours of training from a state accrediated school, which I am currently doing. No work experience is required to take the test.
The application asks for SSN. But since I am on H4 , I do not have SSN. Can I write ITIN in place of SSN on the application or I should leave the space blank. Will that reject my application? Will any letter from the Social security office help my situation.
