Spouses H1 details required for H4-H1 conversion?

Hello.. I'm on H4 and applying for H1B. My consultancy asked me to give my spouse's H1B approval letter and last 4 pay stubs. Are these required to be submitted? If yes, please let me know why?

You are in valid H4 status only if your spouse has been maintaining valid H1 status. In order to make sure your spouse is maintaining valid H1 status paystubs and H1B approval letter can be provided.
