H4 - H1 approval when i am in india

Hi,
I have a valid H4 visa but still i am in india. Now i am applying for h1b visa in april 2013 quota. can i travel to U.S before/after the h1b approval and change the status from h4 to h1 over there? is it possible?

Possible if the underlying petition is changed . You can still work only from 01-Oct-2013 though. You need a decent lawyer and a company who is willing to pay for such a lawyer to be able to have a chance of doing so.
