Client Email instead of Client Letter is enough - H1B Transfer

Got RFE for client letter (H1 Transfer on Regular). Client is hesitate to give the letter in his letterhead.
Will client email is enough instead of letter? Pls confirm

Why is the client hesitant?

USCIS expects it to be on the client letter head. It may or may not be acceptable depends upon the officer. But you can only give what the client is willing to give.

After responding to RFE, if USCIS is not accepting the email format, will they denies my petition Or they will ask for more info.
