convert H1 to B1 or L2

My spouse is currently on H1 and his project is ending. His employer is unable to get new job, in order to continue stay in USA post completion of project, can visa be converted on B1 or L2.
If yes, for B1 can person apply on their own?

Are you on L1? If yes, his status can be changed to L2. Make sure to apply for the COS before the H1 expiry. I am not sure about B1, I don't think it is possible. Actually B1 is Business travelers visa. Did you mean B2 - visitors visa ?

I concur, it doesnt make sense to try converting to B1 or B2. Your husband can shift to L2 if your L1 is valid and you are maintaining valid status. Also, your spouse can work on L2 after applying EAD.

Make sure you apply for COS before his last payday.
