H4 COS from L1

Hello, can someone confirm me that L1 to H4 COS applied on my own or should it be applied only through H1B (spouse) employer only? Also once we apply for a future effective date, can we change the effective date in any ways? Thanks in advance

The application is made by the H4 spouse. The H1 principal's employer may only help file it. That is not necessary.
