L1b - h4 cos - h1b cos

Hi All,
I am currently working on L1B Visa and due to some personal issues, i wanted to move on to H4 as dependent.
I am planning to take H1B this year which starts from Oct 1st. my question is while applying for H1B in April, if my H4 COS application is pending. Does this effect my H1B application anyway? I wanted to get new H1B with COS (new I-94).

If your H4 is pending while H1 is getting applied, I think H1 need to be submitted a bridging petition, using the L1 to H4 petition receipt notice. I think you should consult an immigration attorney to handle your case.
