H4 Change of Status e-filing

Hello Friends,
I was looking for e-file my change of status application to H4. But I couldn't see the link for I-539 on USCIS website.
Is it no longer available for e-filing? I badly need information about this.

In case if i need to file manually by post, how soon can we get the receipt?
