H1B Petition Expired in 2011 - Can I apply new H1B using the old cap

Hi - My H1B petition expired in 2011, I appeared for Visa Stamping in Chennai in 2010 and I was given 221g form, but my employer didn't provide me enough supporting documents for 221g. Hence I didn't provide the papers requested in 221g. Now I am planning to apply for H1B and want to know if I can use the old cap. I read in the forum that any H1b approved petition holders can reply for a new H1b petition using the old cap within 6 years even if the old one is expired/unsed. Please let me know if that is true in my case.

I read in the forum that any H1b approved petition holders can reply for a new H1b petition using the old cap within 6 years even if the old one is expired/unused.
