Transfer from L-1 to H-1

Does the transfer from L-1B visa to H-1B visa come as a new H-1B visa. I am asking this question in view of the current quota for H-1 being completed. Since I have completed about 4 yrs on L-1, I would like to change to H-1.

All suggestions are highly appreciated ...
