H1B premium processing

Can a regular application of visa be converted to premium? i.e. I have applied for a regular H1B on 1 Aug 2005. Can I get this converted to premium on 20th Aug by paying premium fees?

Yes. Employer/Attorney in the US has to file form I907 along with the Notice of Action I 797. This can be done only if case is pending and the quota has not been reached. This $1000 is refundable if the USCIS is not able to process the application within 15 days of submission.
