H4 while H1B application is under processing

Dear Support Team,

Scenario:- My fiancee applied for H1 CAP 2014 and luckily she went through. Currently her H1 is under processing. Our plan is to come to US in month of June ending and only we can come to US by applying her H4.

Can I apply her H4 while her H1 is under processing ? Is it safe. Since this year is lottery and second rules are changed more, is it safe to apply her H4 and in October she comes to India and get her H1 stamping.

Or

Get her on visitor visa in month of June and in October she comes back and get her H1b stamping.

Please let me know which is the best and safe approach.

Have you got married? Are you planning to apply H4 after your marriage? If yes, Then you can apply H4 and She can do Change of status to H1 once after she reaches here.
