B1 to H1B COS denied.Can i reapply new H1B petion with same employer and other client

Hi,

1.I am on B1 and my COS to H1B denied.Can i apply for another H1B with same employer and with different client?. First time denied because of client letter.
2.Chances of approval with different client with all perfect documents?
3. Any legal issue for me?
