Regarding Immigration Bill

Hi,

I'm Sashi Kumar currently working in singapore and I'm an Indian.
My employer has applied H1B this year but it didn't get through the lottery,
While googling I've seen some news about Immigration bill to increase the H1B cap by GANG OF EIGHT Senators.

Can any one please clarify me these questions:

1. What is the status of the Immigration Bill?
2. If the Immigration bill is passed when will be the quota open?
3. If the quota is open. Does my employer needs to submit my application again?

Please help me by clarfying my questions.

The bill is very far from becoming a law. It is too early to speculate the exact effects.
