H1B VISA - Never Traveled - Sponsorship Change

Hi,

I got my H1B stamped last year but couldn't travel for some reason. I am not sure if the company which originally sponsored my VISA has filed for a cancellation or not (haven't received any notification and not sure if it is possible). If a new employer is willing to hire me do they have to file a new application or a VISA transfer application would do ? And in case its a new application, will the quota limit still apply and do I have to get stamping again ?

The new employer can file a cap-exempt petition for you. You can use the same existing Visa to travel to US along with the new employer's petition.
