H4 application when H1B is expired and under extension

Can anyone help me on below queries:

1. Can I apply for H4 visa (H1 dependent) when H1B visa (he is already in US) of my spouse is expired and under extension process?

2. H1B visa of my spouse will expire in next 3 months and he has applied for extension now. In how much time will extension be approved?

When is your spouse's I-94 expiring?

Its always better to apply for H4 along with or after getting H1 extension approved as then you would get the matching Visa date as well as I-94 date of your spouse.
