Revoking the expired H1b petition

Hi - I am currently working in the US on an L1b visa. I have an H1b petition with a different employer that is expired.
Can I revoke my expired H1b petition with a different employer and not to go thur the cap?

You don;'t have to go thru the cap if it is not more than 6yrs since your old H1 has expired.
