Hi

I had H1 VISA stamped in Nov 2004 and got expired in Nov 2007. But I never travelled US during that period.

I would like to check is there any way that I can use that petition to to file my H1 again in 2004 quota? Also I do not have any documents with me except the VISA page on the passport.

You can use the expired petition for only upto 6yrs since it was issued. So the answer to your question is NO.
You will have to file with the new quota next year.
