H1B Extension- URGENT

I will have to go out of USA for aorund 2 weeks for H1B extension. I have few questions

1) How long will it take to Obtain canada visitor visa. Can i get it in peson in canadian consulate new york?
2) Can i get new I-94 at POE in USA while returning back from canada?
3) Will my Canada stay be counted out of H1B stay as my PERM not filed within 365 days period?

1) How long will it take to Obtain canada visitor visa. Can i get it in peson in canadian consulate new york? -- You can apply in person, but they may not issue it on the same day. But, they will normally mail it within 2-3 days if you provide the pre-paid envelope. (I have experience with DC embassy, not NY)
2) Can i get new I-94 at POE in USA while returning back from canada? -- Yes, submit your current I-94 when you leave and on returning you can get a new I-94. You must have a valid Visa in this case.
3) Will my Canada stay be counted out of H1B stay as my PERM not filed within 365 days period? -- Yes, it will be counted as stay abroad. Preserve all evidence of your travel properly.
