can my wife apply a new H4 Visa while I am waiting for my H1B transfer approval

Hi there,

I moved to a new company last month and waiting for the new H1B transfer approval, however, my wife is planing to apply a new H4 back to US end of this month. So just wonder can she use my previous I-797(still active) & my new I-797 receipt to apply a new H4 visa?
