Can my wife apply for H4 NOT in her home country?

My situation is like that.

I will be on H1B from 1 October 2013.
My fiancée will come to the US in December as a tourist. We will marry in US by the end of 2013.

Can she simply fly to Canada to apply for her H4 visa? (She is not a Canadian.) If so, how long should she expect to stay in Canada for this purpose?

In principle it is possible to do that. She can even try to apply for change of status from B2 to H4, but that is not recommended. Check website of US consulate in Canada whether they accept such applicants.
