He has asked me to bear all the expenses wrt h1b, is this legal?
How do I verify this company is legitimate?

Hello, Rudy.

Making the employee bear the H1B cost is not permitted, however a lot of companies do that. These are generally very small companies but often they have projects. You will need to be careful and cautious.

Try searching reviews of your company (You will see a tab Reviews, you need to type in your company's name there and see what people have to say).

You could also try simple Google.
