Converting COS to Counselor Processing

I was in USA on L1 visa (visa expired but I94 was valid). My company filed my H1 as COS. But I returned back from USA before approval.

My company has told me that USCIS will automatically convert my case in to counselor processing as they knows that I have left the country based on my I94 submission. Is it correct?

Broadly yes. You can take the approved H1 petition and attend the H1 interview.
