H-1B visa stamping and Driving Record

I am planning to visit india on November 8th 2013 to visit my family and stamp my H-1B visa.

I have been stopped by the cop on 06/19/2012 because one of my head light was not working so he wrote me a citation and asked me to repair and go to the local police sattion and show it to available officer, he will inspect that it is working and sign the citation. so, after I fixed my head light i did exactly what the cop said and everything was fine until i went to buy a new insurance on my other car last week, the insurance company point out that I have a pending unpaid citation so i called local police station and found out that even the officer signed your citation after the inspection I still have to pay some administration fees so I went to the court online payment site and paid my remaining due, it went up may be because I paid very late. but I just checked my Driving record and it shows "Failures to Appear" for this citation. so, did they issue a court date for me?

So my question is, does it going to effect my H-1B visa stamping?

I just talked to the court and they said i dont have to appear anymore as long as i paid the fine.

So, i guess now i dont have to worry about my DMV record and stamping.
