Need information about how to convert H1 RFE to premium

Hi,

My L1 visa is expiring in Dec 2013 but I have I-94 valid till Jan 2015. My spouse's I94 is expiring in Dec 2013 and L2 visa also. Now my H1 is in RFE status and I don't know when it will be in complete state.

What is the best option for me to avoid my spouse travel to india? Should I convert my RFE in premium and file H4 for her. Please suggest the best option if any.
