Visa Validity Expired and looking for CAP Exempt

My H1B visa validity processed by my current employer (A) has expired by Oct 2013 and I have not travel to US during the 1 year validity period. Is it possible for another employer (B) to process the Visa for me in CAP Exempt and how long would this process takes for completion?

It is possible for the employer to do so. It can take 2-4 weeks if done in Premium, 2-6 Months if done as regular processing.
