Can we know what rules and policies does USCIS follows?
When candidate submits without any client letter and having only one vendor letter get's H1B for 3 years.
The other candidate when they submit with client letter and having one vendor letter gets
H1B for 1 year.
The other candidate whey they submits without any client letter and having only one vendor letter get's
H1B for 1year.
The other candidate whey they submits without any client letter and having only one vendor letter get's
and RFE.

Can we know what ratio are we implementing this policies. Thanks

Only USCIS can provide these statistics as I dont think they are available in public domain.

Each case is different, no two candidates are the same, clients are different, vendors are different, past travel history, visa officers understanding, there are numerous non numerical parameters.

But if your paperwork is right, and have genuine work/clients chances of RFE/rejection are very low.
