H1B Transfer - using the receipt number

Hi,
I recently resigned the organization which had applied for H1B for the year 2013. During my employment I did not appear for visa stamping due to which I do not have any documents related to the petition. However, I have the receipt number of my case. With only the receipt number on hand I would like to know the following with respect to H1B transfer -

1. Is it possible to initiate the transfer using only the receipt number?
2. Can this transfer be initiated outside USA?

Though technically possible but employers are reluctant to do so as there isn't a fool proof way to confirm that the receipt indeed belongs to you.
