I am under H4 visa, My husband is in H1b visa, Is it necessary or mandatory
to change my last name if my husband is applying for green card? or is there
any other procedure for applying to green card without changing my last
name?

AFAIK, You don't have to change your last name. Marriage certificate and other required documents to support your marriage are more than enough.
