H1B and SSN

Hello All,

I have a valid H1B visa that is valid till Nov, 2014. After I got the visa, I changed my mind and accepted another position in the same company but in my own country. I am wondering now that if I can still apply for SSN without going to the US first? I can fly to the US just to collect my SSN but don't intend to work there.
