COS Form I-539 question about passport

Hi All,
I am applying for change of status from H4 to F1. My Indian passport got expired while I was in the US and was renewed at New York office last year.
There is a question in I-539 which asks about 'Country of Issuance' of passport.
What should be answered here - India (as passport was issued by Indian consulate) or the US (physical location where passport was issued)?
