H1B CAP exempt First Petition Filed 2006 and Second Petition filed 2011

Hi

My first H1B Petition filed in year 2006 and on the basis of that I got H1B visa stamping on my passport but unfortunately I didn't get chance to go US.
Once it got expired one of my company again filed second petition in year 2011 but I didn't go for H1B stamping as there was no job vacancy in my company at that time.
Till now i have not travel US, Now again My company want to file new H1B Petition.

Please suggest me in this time I am eligible for H1B CAP exempt or not.I belong to India.
