H4 to H1

Hi Forum members,

My wife is on H4. She has accepted a job in a University. The university will file her H1 soon ( may be in a month). Mean time she is travelling to India on H4.

My questions are:

Can she return to the US with her H4 stamped while her H1 is still under review?

Will this travel affect her H1 in any way?

How will the layers handle this situation of filing her H1 in her absence?

Is it a good idea to return to the US with H4 and then ask the layers to file her H1?
