H4 Query(IRS has to send tax return transcripts to Washington,D.C consulate)

Hi All,

I requested my tax return transcript to IRS people but they said that they sent that to me as well as to the DEPARTMENT OF STATE also.Could anyone tell me how can trace about IRS has send my documents to the DEPARTMENT OF STATE and
I would like to make sure with RAIVS TEAM in KansasCity,MO and Philadelphia,PA also.Can anyone know their telephone no or email id.
