Are your parents in US - Should response be based on Date of filling or Interview?

My parents are currently with me in US. My parents are returning back to India in Aug 2014 and I am planning to go for H1 stamping in Oct 2014. For the question "Is your Mother/Father is the US?" in DS 160 - should I say Yes or No. In short should I fill the information based on "Date of filling" of the application or the "Date of Interview"?
