Can apply for B1 while being on H1 in the US...?

Is it possible for a new employer to request B1 while the employee they are hiring is on H1 for another company.

Can B1 be stamped in US? How long does it take...?

How abt dependent spouse's H4 Visa change...

I don't think its possible to change status from H1-B1.
For any US stamping you have to get it in a foreign country..like India.
