H1 to H4 transfer with DOL complaint copy.

I need a help to transfer my H1B VISIA to H4 as my employer is not paying me money and also did not give me any paystubs.

I already have filed a complaint with DOL and now I want to apply for status change with the copy of complaint to DOL.

Can any one help me to find out procedure to apply for status change. I am trying to find out on google but did not find any link for "How to apply" and where to submit all documents.
