H1 Visa Stamping - Emergency Appointment?

Hi,

I came to US on a F1 visa and currently am on H1 visa. I have never been to India on H1. I am planning to go in December/January to get my visa stamped but there are no dates available in Mumbai consulate for that time period. However, there are some dates available in the emergency slot. It says that H and L renewals qualify for the emergency appointment.

My question is can I schedule an emergency appointment with the consulate even though my case is not of H renewal but first time stamping on H1 visa. If yes, will I have to present any document for proof of emergency?

since she is in India, previously refused for J2 visa, she has to go chennai
any body can give any suggestions to get early date
do you think we can approach for emergency appointment in her case
