cap-exempt H1 expired, travel with H4

My Current visa status is Company sponsored H1 got expired and I am still under cap-exempt as the initial petition has been filed in 2011. I have a H4 visa which i got stamped as a dependent when my husband went for his H1 stamping.
Given my visa status what I would like to know is,
1) Availing leave at current company, can I travel to US on H4(which i have already).
2) If Yes, then once I reach USA on H4, if my company project which has any onshore requirements, can I get my cap-exempt H1 renewed from USA itself by Accenture?

It will be great if any one can help me with any information on that.
