Apply L2 When H1B Extension is applied

Hi,

I am in H1-B Visa and it expires on Sep-30 2014,my I-94 expires on Oct 10 2014. I have applied for my H1-B Extension and it is not filled yet. My Husband is on L1. Can I apply for L2 Visa when My H1-B Extension is in Process. If so, how long will it take for L2 to be processed. Can someone please advice on this?
