Is it possible to start the H4 process during H1B Transfer?

It is possible but you could end up with issues. If dependent is outside US, then the dependent should fill the latest petition details in the DS-160, as well have the Approved petition in hand of the employer you are workign with at the time of the interview. Plus the complication of petition end dates as generally petition end date would be further in the future for the next employer.
