H4 Visa can travel to USA when H1B visa transfer in progress

Hi,

I got clarification regarding my wife travelling to US from India using H4 (Employer 1) when my H1B transfer in progress for Employer 2.

I am holding H1B visa for Employer 1 and I will be joining the new Employer 2 on next week.
Employer 2 has initialed the H1B transfer and I got petition ID (normal process).
Is it possible for my wife H4 can travel to US, when my H1B Transfer is in progress?
