H1-B from 2000 and cap exemt

Hi,

I was issued H1 Visa in March 2000. The visa was valid till march 2002. I stayed in US on this visa for only 1 year.
My question is will I be considered in the Cap-exempt category if I apply for H1-B, considering that it has been 14 years since the visa was approved.
