Need help with H1-B Visa Filed & stamped in OCT 2007; but not used after 2009

Hi

My current Visa status L2-EAD; which is going to expire in June 2016.
I have H1-B filed and stamped and used for the year 2008-2009.

Then , I went back to india and came back to usa in year 2011 on L2 Visa.
H1-B was cancelled (without prejudice) and not extended nor used after year 2009.
Questions:
1. IS my H1-B petion still valid?
2. If not , what can i do to get new h1-B.
