Applying for H4 with my H1 approval (without stamp)

Hello,
My case: I have valid H1 approval (without stamping) till 31 dec.15 but since my employer do not have work right now. Can I apply for H4? As my wife is having H1 stamped. We both in India now with same employer.
1. Can I stamp on H4?
2. What if the VO ask; why I am travelling on H4 instead of H1? since I have H1 approval.
3. Do I apply for H4 while my principal H1 (my wife) in India? or Do I apply while she enters into US? Does it make any difference.?

Please help me guys- As I have to apply it this week itself.

1. Yes you can go for H4 stamping as long as your souse has a valid H1.
2. I doubt they will ask that, if they do tell the truth that at present there is no work.
3. It does not make a difference.
