Visa Screen Certificate Help - how to get a Visa Screen, Requirements

I am currently here in the US under H4 visa, I am already licensed as a PT in Delaware and would like to apply for a working visa. I have been told that I would need a VISA SCREEN or a TYPE 1 FCCPT Certificate. I was evaluated by FCCPT making me eligible to take the NPTE but I was not issued a Type 1 Certificate because I lack a foreign/Philippine PT license.

Can anyone advise on what to do? Has anyone been in the same situation? Please help. Thank you
