Can i efile my H1 to H4 COS application I539 and i have few questions regarding the application

For foriegn address should i be giving India address or address in my new passport(Indian) issued in USA

if i cannot efile, where should i be posting my application is it to the state i am located or depending on my husband H1 number ?

You cannot efile a H1 to H4 COS.
