H1B Extension, EB3 to Eb2

Hi,

I am on H1B with approved I-140, priority 2013.

Q. Familiar that PERM Labor processing should be started from scratch, if I change my employer,
Now, If i cange My employeer and get H1B extension for one year based on client letter. and If new EB2 PERM did not get approved on deninied with in one year, can I file for Extension based on Eb3, I-140 ? with same employer and refile my PERM?

Q. Should i go back to old employer and file for H1B ?

I believe you should be able to file base don I140, provided it is not revoked.
