Can my old employer do Change of status to H1 of a new employer's H4

Hi,

My wife's H1 has been filed and since the case was taking too long due to multiple RFE's, I brought her on H4 to US and I have transferred my H1 to a new employer and along with me I applied for H4 transfer also. Now, she got her RFE's resolved and H1 approved, but now she is on new employers H4:

Can the old employer apply change of Status for her ( who has sponsored her H1 and H4, but currently she is on a new employer H4) ?
Or
She has to go back to India for stamping ?

Can you guys help with any suggestions
